I agree with everything you've said. But you hit the nail on the head when you say any trial (and by implication, any sentence) "must serve the interests of the wider community".

The problem is that the CJS elite believe they know better than the wider community what that community's interests are. So the Bulger killers got a derisory sentence - in the interests, as seen by social workers and Dame Butler-Sloss, of the wider community. The CJS are simultaneously aware that the 'wider community' are outraged by the sentence and that the killers will be in physical danger when released - so the killers get anonymity and an expensive new identity.

Mrs Bulger is after a kind of revenge, either carried out by herself or someone else. I don't blame her.
